The Hydrocarbon vision 2030 for North East India (vision document), released by MoP&NG proposes detailed plan for Natural gas infrastructure development in North-East. The states covered in the vision document include Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura. M/s Indradhanush Gas Grid Limited (IGGL), a Joint Venture of IOCL, ONGC, IGGL, OIL and NRL, is in the process of implementing the North East Gas Grid (NEGG) with a vision to connect all the eight (08) north eastern state capitals and major consumption centers in the region. The NEGG will be connected to National gas grid at Guwahati through Barauni-Guwahati pipeline (already under execution by M/s IGGL). M/s IGGL has awarded M/s MECON Limited Project Management Consultancy (PMC) services for North-East Gas Grid pipeline Project. The following pipelines alongwith terminals are to be executed initially under NEGG Project – • Section 1 Guwahati- Numaligarh (NRL) 24” NB x 386.264 Km (approx.) mainline and • Section 2 Gohpur- Itanagar-8” x 27 Km (approx.) spurline in state of Assam and Arunachal Pradesh. The scope of work has been divided into 4 (four) Parts (Part A, B, C &D) Ace Pipeline Contracts Pvt Ltd (ACE) has been awarded for Part C and Part D of 24” dia Mainline. • Scope of Part C includes 24” pipeline laying from IP-2 at Ch. 191.1 Km to IP-3 at Ch. 296.639 Km including associated works at five (05) SV stations & two (02) IP stations excluding terminal works at IP-2. Scope of Part C also includes 8” x 27 km dia Spurline to Itanagar from SV-10 cum DT at Barphalong Gaon at Ch.0.00 Km to RT- Itanagar at Ch. 26.994 Km including associated works at one (01) SV Station, one (01) DT, one (01) RT at Itanagar. • Scope of Part D includes 24” pipeline laying from IP-3 at Ch. 296.639 Km to RT Numaligarh at Ch. 386.264 Km including associated works at three (03) SV stations, one (01) IP Station and one (01) RT at Numaligarh excluding terminal works at IP-3.

PART-A (SECTION-6): 18" x 195.7 Km Mainline (Assam & Meghalaya State) From Dispatch Terminal at Guwahati (Ch. 0.00 Km) to IP-02 (Ch. 195.7 Km) including one (01) Dispatch Terminal, two (02) IP stations, seven (07) SV stations (SV-1 to SV-7) and two (02) tap-off points. Pipeline works from DT Guwahati at Ch.0.00 Km to IP-02 (195.7 Km) including installation of scrapper traps, all valves, fittings, insulating joints, flow tee etc. and associated Piping works at dispatch terminal, IP Stations, Tap-off points and SV-01 to SV-07 (7 Nos.). For details, refer schematic route diagram of the pipeline network attached with the Bid Document. • Laying of approx. 195.7 Km long, 18" (457.2 mm) O.D., 7.92/9.53/12.7mm W.T., API 5L Gr. X-70, coated main pipeline from DT Guwahati (Ch. 0.00 Km) to IP-02 (Ch. 195.7 Km). • Entire works of DT Guwahati at Ch. 0.00 Km including installation of scrapper trap, insulating joints, flow tee, all valves, equipments, fittings, check metering facility (if required), all piping works and other facilities and all associated mechanical, civil (pavement, supports works & building works), structural, architectural, corrosion monitoring system, electrical, instrumentation, telecom, fire fighting, water supply works etc. • Entire works including installation of scrapper trap, insulating joints, flow tee, all valves, equipments, fittings, check metering facility (if required), other facilities and all associated mechanical, civil (pavement & supports works), instrumentation, telecom, structural, corrosion monitoring system works at IP station-1, and all other terminal works i.e. all architectural, fire protection system, water supply, civil (Boundary wall, approach road, Plot development & Building works), electrical works etc. for complete IP Station-1. • Piping works including installation of scrapper trap, insulating joints, flow tee, all valves, equipment, fittings, check metering facility (if required), other facilities and all associated mechanical, civil (pavement & supports works), instrumentation, telecom, structural, fire- fighting, corrosion monitoring system works at IP station-2 upto Battery Limit (Refer Plot plan & P&ID for IP Station-2 for battery limit. • Installation of 07 (seven) nos. of Sectionalizing valve stations including all associated mechanical, civil (including supports, Boundary wall, approach road, Plot development & Building works), architectural, structural, corrosion monitoring system, electrical, instrumentation, telecom, fire-fighting, water supply works etc. at SV stations. • Installation of 02 (two) nos. of tap-off points including all associated mechanical, civil (including pavement, supports, Boundary wall, approach road, Plot development, as required), architectural, structural, corrosion monitoring system, electrical, instrumentation, telecom, fire- fighting, etc. (as required) at tap-off points. • Installation of Pipeline at crossings of roads, rails, utilities, underground pipelines, water crossings (rivers, canals, drains, field channels and nalas), ponds etc. • Installation of Pipeline by Horizontal Directional Drilling (HDD) method, wherever required. • Installation of pipeline by machine moling, wherever required. • All works related to hydro-testing, dewatering, swabbing and tie-in with adjoining pipeline/ terminal piping sections/parts including tie-in with the HDD sections. • Carrying out magnetic cleaning & EGP. • Pre-commissioning of the pipeline section and associated facilities. • Commissioning assistance (as applicable) and Commissioning. • Idle time preservation of pipeline including supply of nitrogen, if required. • All works related to HDPE duct laying and optical fibre cable (OFC) blowing. • All works related to Pipeline Information Management System (PIMS). AND PART-A (SECTION-14): 8" x 22.135 Km (Meghalaya State) From DT at IP-01 (Pipeline Section-6)(Ch. 0.00 Km) to Receiving Terminal at Shillong (Ch. 22.135 Km) including one (01) Dispatch Terminal, 0ne (01) SV station, and one (01) Receiving Terminal. Pipeline works from DT (Ch. 0.00 Km) to RT Shillong (Ch. 22.135 Km) including installation of scrapper traps, all valves, fittings, insulating joints, flow tee etc. and associated Piping works at Dispatch terminal, Receiving Terminal, and SV-01(SH) (1 No.). For details, refer schematic route diagram of the pipeline network attached with the Bid Document. • Laying of approx. 22.135Km long, 8" (219.1 mm) O.D, 7.04 mm W.T., API 5L Gr.
